Food Stamps
The Food Stamp program functions as
a safety net for impoverished families and as a critical work support
for low-income families. Food stamps supplement wages, help families
meet their daily nutritional needs, and are a key component of efforts
to help families move out of poverty. The Farm Security and Rural
Investment Act of 2002 gave states several options that can facilitate
the welfare-to-work transition. States can now extend the duration of
transitional food stamp benefits, align their food stamp rules with
those of other public benefit programs, and expand their Food Stamp
Employment and Training (FSET) services. Under the new law, states may provide up to five months of transitional food stamps to families that leaving welfare.
Congress has acted to restore food stamp benefits to select populations who were denied benefits with the passage of the Passage
of the Personal Responsibility and Work Opportunity Reconciliation Act
(PRWORA) of 1996. PRWORA's mandate that states convert benefits
awards from paper coupons to Electron Benefit (EBT) Transfer systems by
2002 has resulted in has resulted in many states opting to deliver cash
benefits via EBT as well.
