Individual Development Accounts and Other Savings Vehicles
Individual Development Accounts (IDAs) are a
policy tool to enable low-income families build assets and to achieve
economic well-being. IDAs are matched savings accounts designed to
encourage participants to become regular savers. Typically, the
savings generated in IDA accounts can only be used for specific
purposes, such as paying postsecondary education and training, starting
a business, and buying a home, though some programs allow exemptions
for emergencies. The Personal Responsibility and Work Opportunity Act
of 1996 (PRWORA) authorizes states to create community-based IDA
programs with TANF block grant funds and to disregard all money saved
in IDAs in determining eligibility for all means-tested government
assistance.
State
and local leaders can also offer other vehicles for saving to increase
asset-building opportunities for individuals and families not eligible
for IDAs. For example, these may include children’s savings accounts
and Family Self-Sufficiency (FSS) escrow accounts for public housing
residents.
