Torey Silloway, Program Manager of Research and Consulting

Mr. Silloway works primarily within the Child and Family Services Practice Group, conducting policy research, providing technical assistance and developing policy tools to help leaders plan and implement sustainable financing strategies.  Prior to joining The Finance Project, Mr. Silloway worked for 3 years with the Annie E Casey Strategic Consulting Group, providing management consulting to leaders around systems reform in the areas of child welfare and child care.  In addition, Mr. Silloway worked as as a budget and policy analyst with the Maryland Department of Budget and Management, providing analysis of state agency budgets and program performance.  Mr. Silloway has a Masters in Public Policy from Georgetown University.
